Official Rules and Regulations for St Juliana Queen of Hearts Raffle

RULES AND REGULATIONS QUEEN OF HEARTS RAFFLE: (“Raffle”) is being conducted by Saint Juliana Parish (“SJ”), a not-for-profit religious organization. The Raffle is being conducted pursuant to the Illinois Raffles Act, 230 ILAFC 15/0.01 et seq., and the Chicago Municipal Code, all proceeds raised by the Raffle will benefit SJ in fulfillment of its religious, educational, and or charitable missions. The Raffle Official Rules and Regulations (the “Official Rules”) are set forth below. By purchasing a Raffle ticket (a “Ticket”), the purchaser acknowledges that they are aware of, and agrees to be bound by, these Official Rules and SJ’s interpretation of any such Official Rules. SJ shall be solely responsible for interpreting and applying the Official Rules. SJ’s interpretation and application of such rules shall be final.  SJ reserves the right to amend these Official Rules upon ten (10) days’ notice provided pursuant to an update provided on SJ’s website or otherwise published in SJ’s parish bulletin or some other written medium.

Eligibility: Any individual who is 18 years of age or older at the time the Ticket is purchased is eligible to enter the Raffle. SJ Queen of Hearts committee members, their respective spouses and children living in the same household are excluded from participating in the Raffle and are ineligible to win a prize. All federal, state, and local laws and regulations apply.

Raffle Board: Required to utilize the Queen of Hearts manufactured raffle board. The board has been developed specifically for this Raffle. The board has a poker deck of 54 face down sealed numbered cards, which includes 2 Jokers. Under the sealed number cards is a randomly placed queen of hearts card.

Prize: Queen of Hearts is a progressive 50/50 raffle. When the queen of hearts is picked 50% of the net proceeds will go to (1) winner.  "Net Proceeds" means the gross receipts from the conduct of such Raffle, less the reasonable operating expenses incurred by SJ as a result of operating such Raffle.   The maximum Raffle pot will be $4,000,000 with $2,000,000 awarded to the winner, subject to the City of Chicago Municipal Code.  Total prize updates will be updated and displayed on Facebook @SaintJulianaQueenOfHearts.

Odds:  Probability varies based on ticket sales and how many remaining cards left on the Queen of Hearts board.

Cost:  Tickets will be $5.00 per ticket.  Cash will be the only form of payment accepted.

How to Enter: Raffle tickets may be purchased by eligible persons at the Saint Juliana Parish Center, 7200 N Osceola, Chicago, IL 60631 between the hours of 9-3pm Tuesday-Friday, after Sunday and Saturday Mass when available, Emerald Isle, 6686 N. Northwest Hwy, Chicago, IL 60631, and Firewater Saloon, 6689 N. Oliphant Ave, Chicago, IL 60631, Moretti’s, 6727 N Olmsted Ave, Chicago, IL 60631, as well as other SJ events when available.  All sales at Emerald Isle and Firewater Saloon will promptly end at 8:45pm on the night of the scheduled drawing.  Cash will be the only accepted form of payment.  All sales of Tickets are final.  Entries which have been or appear to be tampered with are void.  All contact information shall be legible on the ticket including full name (no nicknames, abbreviations, or group names) and phone number.  If the queen of hearts is not picked, ticket sales for the next week Raffle will begin immediately following the weekly drawing.  Only one (1) eligible person may be entered in the Raffle per Ticket sold. If the name of more than one (1) person is provided on a Ticket entry form and that Ticket is selected as a winning ticket, then the person named first will be deemed as the holder of record of that Ticket and declared the winner. The division of any prize among a group of persons purchasing a Ticket in common shall be the sole responsibility of the person named as the holder of record of that Ticket should that Ticket be selected as a winner. SJ is not responsible for resolving any disputes that may arise from different individuals listed on a winning Ticket.  An individual can purchase as many Tickets as they may wish, subject to availability.  Neither SJ nor its directors, officers, employees, agents or other representatives assumes any responsibility or liability for lost, late, misdirected, mutilated, incomplete, illegible or undelivered entries, or any other failure to receive entries, or any failure to deliver a receipt of purchase prior to the drawing deadlines.

Raffle Drawings: Will be conducted every Thursday at 9pm CST by a representative of SJ at the Firewater, 6689 N Oliphant Ave, Chicago, IL, 60631.  One Ticket will be selected in a random drawing (the Drawing”) from all the Tickets sold that week.  If the contact information is illegible a new Ticket will be selected.  The number on the Ticket will determine which of the 54 cards on the board is opened.  If no number is written on the Ticket the lowest available number on the board will be chosen.  If the number on the Ticket has already been picked, the lowest available number on the board will be opened.  If the queen of hearts is not selected, the game will roll over to the next week and that card will remain face up and unavailable for future selection.  The progressive raffle can last up to 54 weeks. Each week, all other Tickets not selected will be destroyed. Entrants need not be present to win. Winners will be selected at random. All orders for Tickets must be received and/or purchased by the indicated deadline to be eligible for the applicable drawing. In the event the drawing cannot be conducted at the date, time, or location advertised by SJ for any reason, or if a prize cannot be awarded for any reason, representatives of SJ shall set a new date and location for a subsequent drawing.  The holder of the Ticket drawn will receive a $100 TRIP (Tuition Reimbursement Incentive Plan) credit for a gift card or certificate available for pickup at the Saint Juliana Parish Center.

Notification of Winners: SJ will have the sole discretion to determine whether an owner of an Entry selected at the Drawing (the “Potential Winner”) is an Eligible Entrant and otherwise eligible to be the winner of the Prize in accordance with these Official Rules (the “Official Winner”).  As a condition of its right to collect a Prize and become an Official Winner, any Potential Winner must deliver to SJ: (a) a signed statement certifying that the Potential Winner is the rightful owner of the winning Ticket or provide Ticket receipt in accordance with these Official Rules and all applicable laws.  Winners will be notified according to the contact information provided to SJ at the time of Ticket purchase.  If a selected winner is unable to be contacted or located after reasonable attempts by SJ, or if the Prize cannot be awarded for any other reason, representatives of SJ shall conduct another drawing and select another Ticket in order to identify a Potential Winner.  In order to collect a prize, a winner must sign and deliver to SJ: (a) such written information as is required by any applicable tax and/or real estate laws, including, without limitation, Social Security Number; (b) proof of identity in forms satisfactory to SJ showing that the person claiming the prize is the same person who is named on the winning Ticket. Winners may be required to submit a W-2G, Form 5754 or similar tax form (provided by SJ) for tax withholding purposes and may be required to pay withholding tax in an amount required by IRS regulations.

Non-Deductibility of Ticket Purchase: The IRS has taken the position that amounts paid for chances in raffles, lotteries or similar drawings for valuable prizes are not gifts, and consequently, the purchase of a Ticket does not qualify as a deductible charitable contribution.


Taxes: There may be federal, state and/or local tax consequences of winning a prize in the Raffle. Any and all taxes are the sole responsibility of the winner. Purchasers of Tickets are advised to consult their own tax advisors with respect to tax liabilities that may arise from winning a prize in the Raffle. Winners may be required to submit a W-2G, Form 5754 or similar tax form (provided by SJ) for tax withholding purposes and may be required to pay withholding tax in an amount required by IRS regulations.

Terms and Conditions: The Raffle is subject to these Official Rules. These Official Rules cannot be changed by any oral statement made by any employee, consultant or agent acting on behalf of SJ. By entering the Raffle, entrants accept and agree: (1) to be bound by these Official Rules and the decisions of SJ which shall be final and binding; (2) waive any right to claim ambiguity in the Raffle or these Official Rules; (3) that SJ may use the entrant’s name, photograph, likeness, statements, or voice for promotional or advertising purposes in connection with the Raffle in all forms of media, now or hereafter known, in perpetuity, without review, permission or further compensation, except where prohibited by law.

BY ENTERING THE RAFFLE, EACH ENTRANT RELEASES SJ, ITS DIRECTORS, OFFICERS, EMPLOYEES, THE CATHOLIC BISHOP OF CHICAGO, AN ILLINOIS CORPORTION SOLE, THEIR AFFILIATES AND ALL OF THEIR CLERGY, OFFICERS, AGENTS AND VOLUNTEERS FROM ANY AND ALL LIABILITY FOR INJURIES, LOSSES OR DAMAGES OF ANY KIND (INCLUDING, WITHOUT LIMITATION, ATTORNEY’S FEES) CAUSED BY PARTICIPATING IN THE RAFFLE OR WINNING ANY PRIZE OR RESULTING FROM ACCEPTANCE, POSSESSION, USE OR MISUSE OF ANY PRIZE, AND EACH WINNER AGREES TO INDEMNIFY AND HOLD SJ HARMLESS FROM ANY AND ALL LOSSES, DAMAGES, RIGHTS, CLAIMS AND ACTIONS OF ANY KIND ARISING FROM, IN CONNECTION WITH, OR AS A RESULT OF PARTICIPATING IN THE RAFFLE OR THE WINNER’S ACCEPTANCE OR USE OF ANY PRIZE. A RAFFLE ENTRANT’S SOLE AND EXCLUSIVE REMEDY FOR ANY CLAIM AGAINST SJ ARISING OUT OF THE SALE OF TICKETS OR THE CONDUCT OF THE RAFFLE SHALL BE LIMITED TO THE RETURN OF THE PURCHASE PRICE PAID FOR THEIR TICKET(S). IN NO EVENT SHALL SJ, ITS DIRECTORS, OFFICERS, EMPLOYEES, AGENTS, REPRESENTATIVES OR VOLY BE LIABLE TO ANY PARTY FOR ANY LOSS OR INJURIES TO EARNINGS, PROFITS OR GOODWILL, OR FOR ANY INCIDENTAL, SPECIAL, PUNITIVE OR CONSEQUENTIAL DAMAGES OF ANY PERSON OR ENTITY WHETHER ARISING IN CONTRACT, TORT OR OTHERWISE, EVEN IF ADVISED OF THE POSSIBILITY OF SUCH DAMAGES. ANY CONTROVERSY OR CLAIM ARISING OUT OF OR RELATING TO THE RAFFLE OR THESE OFFICIAL RULES SHALL BE SETTLED BY BINDING ARBITRATION ADMINISTERED BY THE AMERICAN ARBITRATION ASSOCIATION (PURSUANT TO ITS EXPEDITED PROCEDURES) UNDER ITS COMMERCIAL ARBITRATION RULES AND CONDUCTED IN CHICAGO, ILLINOIS. JUDGMENT ON THE AWARD RENDERED BY THE ARBITRATOR MAY BE ENTERED IN ANY COURT HAVING JURISDICTION THEREOF.

Cancellation/Termination of Raffle: By purchasing a Ticket and choosing to participate in the Raffle, each Raffle participant acknowledges and agrees that SJ has the right, in its sole discretion, to elect not to proceed with the Raffle for any reason whatsoever or for no reason.  In such an event SJ will conduct one final drawing in which Tickets will be drawn until the Queen of Hearts location is determined on the board.

Registration with the State of Illinois: SJ has registered with the City of Chicago under Raffle License Number 2483670.

Here’s how the game works:

The Raffle Board

A raffle board has a poker deck of 54 face down sealed numbered cards including 2 Jokers randomly placed in rows

The Raffle Ticket and Stub

  1. Players buy raffle tickets each week for $5 apiece. (cash only)
  2. The raffle ticket has two sections – the stub and the ticket.
  3. On the raffle stub the player will write their name, telephone number, a number between 1 to 54 and give it to the raffle coordinator
  4. The player will keep the raffle ticket.
  5. The winner will present the raffle ticket to claim their prize if they are the winner.

The Raffle Drawing

One raffle stub gets pulled from the raffle drum on Thursday 9pm at the Firewater Saloon in Edison Park.

  • If the Queen of Hearts playing card is behind the corresponding number on the raffle stub, the raffle ticket holder is a winner.
  • If the card is not the Queen of Hearts, the game rolls over to the following week and the raffle ticket holder will receive a $100 TRIP (Tuition Reimbursement Incentive Plan) credit for a gift card or certificate available for pickup at the Saint Juliana Parish Center. 

The Raffle Prize 

When the Queen of Hearts is picked, 50% of the net proceeds will go to (1) winner.

Father Don Ahearn, RIP

Rest in Peace

Reverend Donald J. Ahearn

March 1, 1925 – January 1, 2017

Father Ahearn, pastor of our parish from 1975 to 1995 and pastor emeritus ever since, passed away on January 1, 2017. Father Ahearn was 91 years old and had recently moved from our rectory to Saint Benedict's Nursing and Rehabilitation Home in Niles.

Services were held at Saint Juliana Parish on January 6 and 7 and were attended by a multitude of family, friends and fellow priests. The program book from his funeral Mass as well as audio excerpts from the celebration are available here for those who were unable to attend or perhaps would like to enjoy the beautiful words and music once again.

To my new parishioners

Dear Parishioners,

Praise be Jesus Christ! On July 1st I officially became the 9th pastor of Saint Juliana Parish. Allow me to begin by expressing my gratitude: first, to Archbishop Cupich for appointing me to this fine parish; second, to Father Beaven, Father Laurent, Father Roger, Father Kanonik, and all the priests and staff who have served the parish; third, to the people and priests of my previous parish, Mary, Seat of Wisdom in Park Ridge for their love and support; fourth and finally, to all of you, my new parishioners, for your prayers and your welcome. You are all good! I'm rejoicing because, to steal our Lord's line from this Sunday's Gospel, "your names are written in heaven" (cf. Lk 10:20).

Ah, joy. It's a theme we see present throughout the readings, which couldn't, by the way, be more apropos. Back to that in a second. Take a look at the references to joy: • "Rejoice with Jerusalem and be glad because of her," says Isaiah (Is 66:10). The Catholic Church, particularly incarnate here at Saint Juliana, is the new Jerusalem. Think of what we wouldn't have did this place not exist on Touhy. We are indeed glad because of her. • “Let all the earth cry out to God with joy," sings our psalmist (Ps 66:1). Sometimes a quality prayer can be simply that of joyfully thanking God for the blessings we have. For me personally at this present moment, I'm shouting out joyfully to God that I've found my home at 7200 N. Osceola. • “The seventy-two returned rejoicing," St. Luke tells us at the end of the Gospel. We have a lot of work to do here at Saint Juliana and in the Archdiocese, but instead of sapping our strength, the work will give us life and happiness as it did the disciples.

Just as our Savior appointed the seventy-two to various towns and villages, so too have I been sent out to Saint Juliana to "labor for his harvest" (cf. Lk 10:2). You are my mission; the "town" Jesus intends to visit. I'm excited for our years together. I pray to Jesus that I serve and love you well.

P.S. Each week, in addition to my letter�, I will have in the bulletin a separate reflection entitled, "The Tassel of the Cloak." I wrote something similar while at Mary Seat, though I called it "Two Minute Drill: Spiritual Cadences from a Young Priest to His People." Below is an introduction to the column.

+++ God is in everything, be it sports or music or history or business or wine-making or church or whatever. Everywhere we look there is a spiritual metaphor to be found. Some metaphors may be hidden, some overt. I will attempt to point them out to you. That is the purpose of these laconic reflections. They are mostly intended to be fun and interesting. Perhaps, though, the reflections will provide you some guidance. Perhaps they will lead you to see everything through a spiritual lens, thus appreciating Catholicism all the more. When Jay Cutler throws a Hail Mary at the end of the half, might you move beyond your frustration with the Bears' offensive ineptitude and think of the Blessed Mother? Just an example.

These reflections will only be an introduction to deeper spiritual and theological truths. Hence the title, The Tassel of the Cloak. When David cuts off the tassel of Saul's cloak and shows it to him (cf. 1 Sam 24), Saul realizes that David is not his enemy. That moves them into a new relationship. Likewise, the hemorrhaging woman's grasping of the tassel on Christ's cloak in Luke 8:44 opens the door to her healing and conversion. The tassel was merely an entryway. The mundane anecdotes and simple spiritual lessons I provide are, in my opinion, the tassel. There's much more to Christ's Cloak. I hope you will experience it. So, please, go ahead and "Touch the Hem of His Garment." That is, by the way, the title of a Sam Cooke song.
